Berlin, 27.06.2024. Bei der 56. Sitzung des UN-Menschenrechtsrates in Genf prangerte die International Campaign for Tibet (ICT) heute die massive Missachtung der Meinungsfreiheit durch die chinesischen Behörden in Tibet an.
Die internationale Gemeinschaft müsse sicherstellen, dass die chinesische Regierung die Meinungs-, Versammlungs- und Vereinigungsfreiheit für alle Tibeter gewährleiste, forderte ICT-Geschäftsführer Kai Müller im Rahmen seines Statements im Namen der Helsinki Foundation for Human Rights. Tibeter müssten ohne Angst vor Repressalien friedlich ihre Bedenken und Kritik gegen die Politik oder so genannte Entwicklungsprojekte der chinesischen Regierung äußern dürfen, so Müller weiter.
Im Namen der Helsinki Foundation for Human Rights wies der ICT-Geschäftsführer heute vor allem auf die Festnahme Hunderter Tibeter im Februar dieses Jahres hin, „die friedlich gegen das Wasserkraftprojekt im Landkreis Derge (Dege) protestierten, das mehrere Jahrhunderte alte und kulturell bedeutende tibetische Klöster sowie ganze Dörfer zu zerstören droht.“
Am Dienstag hatte ICT-Geschäftsführer Kai Müller ein weiteres Statement im Namen der Helsinki Foundation for Human Rights vor dem UN-Menschenrechtsrat abgegeben, in dem er die chinesische Regierung aufforderte, alle Indoktrinierungsmaßnahmen gegenüber tibetischen Kindern zu beenden. „Sie verletzen das Recht auf hochwertige Bildung und das Recht aller Einzelpersonen, Gruppen und Völker, ihr eigenes kulturelles Erbe zu leben und zu genießen. Sie verletzen auch das Recht auf Meinungs-, Ausdrucks- und Informationsfreiheit“, erklärte Müller im Beisein der UN-Sonderberichterstatterin für das Recht auf Bildung.
Eine Woche zuvor, am 20. Juni, hatten Dechen Pemba (Tibet Advocacy Coalition), Palmo Tenzin (ICT) und Lhadon Tethong (Tibet Action Institute) bei einem gut besuchten Side-Event bei der 56. UN-Menschenrechtsratssitzung im Namen der Helsinki Foundation for Human Rights ausführlich über die Staudammproteste im osttibetischen Landkreis Derge (Dege) informiert. Durch die Folgen des Wasserkraftprojekts der chinesischen Behörden und den Bau des Kamtok-Damms werden kulturelle, soziale und wirtschaftliche Grundrechte vieler betroffener Tibeter verletzt.

Statement delivered by Kai Mueller on behalf of the Helsinki Foundation for Human Rights
Mr. President,
We welcome the report by the Special Rapporteur on academic freedom and the right to education (A/HRC/56/58).
The Chinese government, in addition to imposing a harmful boarding school system, openly declares its agenda to indoctrinate Tibetan children and students with Chinese Communist Party ideology.
Such indoctrination measures are applied systematically. They prescribe military personnel to inculcate primary school students in so called national security issues, trips to propaganda sites, speech contests, and study sessions. Slogans such as „inheriting the red gene and cultivating patriotic sentiments“ are repeatedly used, leaving no doubt about the intentions of the Chinese authorities.
The above-mentioned measures solely and forcefully convey the Chinese government’s ideology vis-à-vis the Tibetan people and omit the rights violations of the Chinese state against the Tibetan people, at present and particularly in history. They violate the right to quality education and, the right of all individuals, groups and peoples to enjoy and have access to their own cultural heritage. They also violate the right to freedom of opinion, expression, and information, as enshrined in Art. 13 of the ICESCR and Art. 28 and 29 of the CRC.
We therefore call on the Chinese government to end all indoctrination measures imposed on Tibetan children.

Mr. President,
We welcome the report by the Special Rapporteur on journalists in exile (A/HRC/56/53).
Last February authorities detained hundreds of Tibetans peacefully expressing their opposition to the hydropower project in the Derge (Dege) county which will destroy several ancient and culturally important Tibetan monasteries, as well as submerge entire villages. This will displace thousands of Tibetans whose lives are deeply connected to the area.
Most detainees were eventually released. However, information regarding several community leaders believed still incarcerated is unavailable. These leaders appear to have been detained solely for peacefully raising concerns, constituting a clear violation of their right to freedom of expression, assembly, association.
Remarkably, images and videos of local protests have made it to the outside world. We are concerned about those, who have disseminated them beyond Tibet, as they may be subject to retaliation and reprisals.
The international community must demand that the Chinese government uphold the right to freedom of expression, assembly and association, and ensure that all Tibetans can peacefully raise concerns, whether that be on specific so-called development projects or broader criticism, without fear of reprisals. This includes those Tibetans who report about incidents of protest and dissent.
